How publicly available or easy to access is going to vary greatly. Mugshots if taken during an arrest are probably almost always public record in most jurisdictions. The path to the mugshots folder should be something like d:\modding\easynpc\mugshots\ [insert npc mod here] so it has to be inside the easynpc.
